What are some great rural towns around Tokyo?
I want to live in a more rural town but with access to Tokyo.
I want to live in a town where fresh food, nice people and peace of mind are present.
But, I also want to live close enough to Tokyo in order to visit with spending a lot of time on the train.
I doubt you’re going to find any rural town with access to Tokyo. Japan is a small and densely populated country. Tokyo and the Greater Tokyo Area (area surrounding Tokyo) is the world’s most populous metropolitan area with nearly 33million people living in the area.
If you want rural you’re going to have to find your way up to Hokkaido or Shikoku, where jobs are difficult and hard to get especially a foreigner.

I think you can find these even in Tokyo downtown.

Anyway, there are many good towns around Tokyo. You can go to Tokyo downtown in 1-2 hours by train.
